I'm after one that is easily removed/replaced by clipping on/off. Big enough for spare tube and various tools.
Decathlon choice is (IMO) very poor and Halfords go from cheap (really poor quality) to £20+.
I expected to pay £10ish......am i being unrealistic?

Doesn't answer the OP, but be aware.... I recently bought a small Blackburn bag for under my roadie seat, just big enough for a multitool, levers and a spare tube.

After only 3 x 50 miles rides, it ripped away from the velcro strap. The stitching remained intact, it was the actual material that ripped. No hassle getting it changed by my LBS, but considering my last Blackburn lasted over 12 years bouncing around on my MTB, I'm disappointed with the new one.

I can't recommend this one highly enough:

Quality product which is only a few pounds over your budget at £15, but you sometimes get what you pay for! Again it's not a clip-on but has 3 velcro starp attachments that take seconds to fasten. I move mine between road bike/MTB/Tricross. It is hard wearing and doesn't look bulky on the bike.

Here is what Carradice say about it.... ( http://www.carradice.co.uk/index.php?page_id=product&product_id=109 )
