Maybe, i dont know, there is no sign on it, only "shimano equipped" sticker, with shimano gear shifter, and weinmann brakes.

Something 70s or 80s and not expensive. The Pletscher plates were only on basic bikes.

Low end bike from the seventies I’d say. You might be able to better date it from the derailleur and stripping the paint off may reveal a make.

Cant say, 70's or early 80's. Not a frame of quality, so beyond minor cost of parts to get it running its not worth much.
