many older/cheaper suspension forks dont lock out
if they can it is usually a lever on top of one of the forks...give it a twist if theres one there

If it is a full suspension frame you could make a metal plate to go in place of the rear shock and lock the front forks. If it was me, i would buy a hard tail or even a ridged frame (there cheaper as well) and use the suspension framed bike for the rough stuff^_^

If it doesnt have a lockout, see if you can increase the resistance to make it less spongy.
