Can i replace a 26" * 1.5 with a 26" * 1.75?

i have a question, can i replace a 26" * 1.5 with a 26" * 1.75??? and do i need to change tires for that??

if you mean inner tube then yes, it'll be just a bit more awkward to get in.

Yes - inner tubes aren't manufactured to 0.25 inch tolerances.
