I think you can if the frame is perfectly clean but any blemish will show through or rupple the new surface. I've never done it though so get a second opinion

Krylon paint would do it, not a huge choice of colour or finish though.

That's why I said use the krylon - doesn't need it.

I am guessing this is a carbon frame and I wouldn't reccomend doing too much to the lacquer finish.

Carbon frames flex so much that thick brittle paint will crack, it's called witness cracks.

you can paint over laquer no bother ,,just roughen the surface for a good key or it WILL flake off ,,doesnt have to be perfectly flatted back ..even just a grey scotchbrite pad to key it (like a green kitchen scourer but not as rough -a wee tip -use it with a bit of degreaser for a really good clean at the same time),there obv varying diff grades of scothbrite pad (3m do them)and u can get this kinda thing in b n q,,its easy to get them
