Is the frame sound?
The frame is where I would start, strip back to bare metal if it's solid then you have a good base for a rebuild.

Describe it as "mint" and sell it on eBay.

Rims are done, brakes look like stamped steel from here. Pitch those, clean it up, and ride it. Brake handles are very nice. It'll clean up.

The wheels look like toast but unless there's any equally serious rust on the frame around any of the joins it should do up nicely. A bit of work but should be well worth the effort
