Bubbling paint on my rims.

I washed the bike today and whilst giving the rims a good polish which I've not done for a while I noticed the black paint around the nipple eyelets was bubbling.

I've never seen this before but is around pretty much every eyelet on the rear rim. It's on the front too but not as bad.
I will confess to using a copycat product to Mucoff but it isn't often and I do try to make sure it's all washed off afterwards.
Do I need to worry that my wheels are about to implode or something?

No worries, it is still perfectly safe.

What brand rims are they? Rims are usually anodised, not painted.
