Bubbling paint aluminium

I have what looks like bubbling paint (looks small enough at the moment) on the bridge between the chainstays. I have the base of my sks mudguard bolted to the bridge. I have only noticed it there this evening when I was refitting the mudguards. is this an issue or do I just leave it alone. I have seen aluminium frames polished to a shine and might be something I do in the future but not for moment anyways.

It's fairly inevitable especially on the bridges where there are holes. You could try dousing it all with WD40 from time to time.

is this what is normal in this area. it is only slight at the moment. its not rust anyways so I hope the frame aint falling apart
