bubbling around bottle cage

i have the option to pick up a second hand kinesis racelight T frame, its all good except there is bubbling around where the bottle cage bosses are.

would this be indicative of wider frame problems, and/or would it be so costly as to be not worth buying the frame in the first place?

Usually a sign of corrosion under the paint. Steel frame?

If it's just surface rust, it may just need to be sanded back in that area and re-primed and painted.

Bubbles can mean corrosion. Wrinkles can mean cracks.

Spilled energy drink traps moisture around the rivnuts and corrodes the frame. The first sign is that the rivnut gets wobbly and starts to rotate then it pulls out.

Aluminium frame + Steel screw + Spilt energy drink = Galvanic corrosion of aluminium frame.
