Brompton rear wheel

Just changed an inner tube on the rear wheel of a Brompton 6 speed, but the rear wheel doesn’t speed as freely as it did previously, checked the pins and they are both fitted with “top” at the top, anything else I could have done wrong I could check?

I did think the nuts were fairly lose when removing the wheel is this how they are meant to be?

Is it a BWR or Sachs rear hub? Are the cone locknuts on the hub loose at all?
