Broken back wheel

I got a call from my nephew last night, he was having trouble with his bike. He told me he was just riding his bike home when the wheel seemed to get a bit stiff, (at first he thought it was a puncture.) Then the back wheel started to bounce up & down (nephews description) I got him to check that the quick release was done up properly, which it was. I've never come across something like this but I would guess maybe a bent axle? something else?. I've told him I would have a look later today and take him to the LBS to see if we can get parts to fix it. I'm just wondering though as it's a cheap bike would it make more sense just to try and pick up a new cheap / second hand back wheel.

That's what I was thinking, by the time you paid out for parts & any tools needed probably work out cheaper, cheers!
