If it was rim brakes they could be wet - but I presume they are disks

One I could understand, if a cable or hydraulic hose failed. But both at once seems hard to believe unless he was somehow sabotaged.

They don't. More likely an experienced, but nevertheless unskilled, cylcist braked inappropriately and when his progress failed to be retarded as expected he blamed the brakes.
