Brakes and corrosion

I built a winter commuting bike a few years ago. I got some Tektro dual pivot brakes for it, and they have worked well, but...

Giving it a service, I came to replace the cables and adjust the brakes and found that, after two years of winter commuting, the cable clamp bolts and quick releases are corroded abslutely solid. They became rusty within days of first use, which was annoying at the time, but there's now no way of undoing them, so it looks like I'll have to replace the brakes altogether.

Now this is a hack bike, so it doesn't need super-light or high-tech brakes. But it does need brakes whose small bolts and fittings are stainless steel and won't sieze solid when used in salty conditions, as these have.

Any recommendations?

(I should add that disc brakes, hydraulic brakes or hub brakes aren't really an option on this bike, but I realise that one of those options might be a solution).
