brake quick release nopt working

My tektro raod brake quick release lever does not go all the way down now and does not open or close the brakes any more.I see there is a cam on the brake QR lever that stops the lever going all the way around .
The tektro website has no instructions for it or any diagrams of the area.

After fiddling for over half an hour i am stumped

I don't have your brake but for mine the bit that holds the cable can rotate independently to the lever, while the cam rotates with the lever, and is in the same angle in relation to the lever as that in the photo. The whole thing is held together by a hex bolt, which can be loosened/tightened from the front.

If the pointy bit of your cam is in line with the lever, then it seems to me one or other must have rotated in relation to each other when they shouldn't have, because just like mine the pointy bit should be abutted against a stop integral to the left arm (as shown in the photo) when the lever is pointing down (in the normal operational position).

Took it to the shop , the QR is fubared

The brake works and you can get the wheel out but the qr only opens up a few mm.
