Bontrager hub bearings

I stripped out my front wheel bearings today to regrease them on a Bontrager Nebular wheel. These hubs hadn't been touched since the bike was new. It looked like there was a bearing missing on both sides of the wheel. When I did the rear wheel a few weeks ago it had a full complement of bearings so it seems strange to not be the same on the front. Never having come across this before, and before I buy a new set of balls, could there be a reason for leaving a gap in the bearings. I have done nearly 3000 miles on the wheel without bother but now I have seen it it is niggling me.
 
The rather general rule for bearings is full race minus 1. This prevents the ball bearings seizing or getting seated in one place and wearing the race out I think!

is 3000 miles the right interval, was thinking of doing mine after 1000?

No idea. I generally do mine annually. I chose now as I have been through an awful lot of water the last few weeks so wanted to make sure they weren't waterlogged. They weren't!
