"Girlfriend in Baltimore on a train headed for DC to sight see on a bike. How amazing is this?!"

Nice. The Scotrail version is a section with 5 fold down seats which takes a maximum of 2 bikes. It could take 5 bikes if they had front wheel hooks suspended from the ceiling. The other problem is of course that the bike space is usually taken up by people, or luggage, or prams.... More hassle than it's worth to try and explain that it's actually a bike space. Then there is the situation when the train starts off quiet and you put your bike in the bike space. A few stops later there are no seats, and Mr Angry gets on and doesn't like the fact that a bike is occupying 5 seats.
The solution would be similar to the photo in the OP; or at least take out the folding seats and install hooks from the roof, French local train style.

When I asked yesterday which carriage I should wait by to take my bike to Londinium, I was told 'Carriage C' look for the blue disabled badge on the door.
Yep, just folder seats that, on busier days, people would like to sit on.

Ive never found it a problem on the service to London - you are always travelling out of peak anyway - and ditto if I time my returns properly

It was the first time I've taken my bike on the train. As you say, off peak shouldn't be a problem.
