Looks like a schwinn they made several of that style one had a dummy fuel tank and long forks to look like a chopper motorbike.

Looks like a low-rider conversion, to me. Springer fork members replaced by twisted steel suppports, fork given even a longer rake, etc.

I'm guessing this was a project, incomplete but not unsalvageable. It's a different sort of ride. We've rebuilt a few in the bike co-op.
