Bike identify.

Hi Everyone can anyone recognize from the photo badge the model and make of the bike its not very clear I know.I'm in the process of refurbishing my fathers old bike,to an expert there would be tell tale signs to clarify not by the badge alone.The brakes on the bike are stirrup type it looks as though it could be from the 1950s but not sure, 3 speed and wheel size 26x13/8. there are so many British manufactures from that period most notable Raleigh but that sticker is not Raleigh after searching the web I'm sure can anyone help to clarify.
