I think it's

Base layer --> Bib tights --> Jersey.

I could be wrong as I don't wear them yet. I will be ordering some from Wiggle when I next get paid though!!

Base layer-Bib tights-windproof jacket, works for me,keeps your lower back nice and warm too.
I also wear a pair of baggies over my Bib tights.

+1. You might as well put the base layer on first since the bibs will keep the waistline where you want it.

Depending on the base layer, but you may find that the shoulder straps slide off if the tights are worn over it. Whatever works for you, really

Under the jersey so you can get to the pockets. Over the base layer(s) so there's a minimum of undressing should you need to lower them for number twos*.

i wear mine
bib tights - base layer - jersey

My lower back sweats a lot, and the base layer just soaks it up rather than wick it if it's base layer first.

base layer, bib shorts, bib tights, then jacket; and do not forget your HRM strap as it is a real faff getting in afterward.
