Best tool for chain ring bolts?

I'm trying to tighten the outer bolts on a large front chain ring, i.e. the bolts that are hollow, with a groove on the outer end that faces towards the crank. I was using the Park Tool CNW-2 tool, but it's bloody useless, because the bolt keeps moving when I use an Allan wrench to tighten the matching inner bolt. Any suggestions?

How tight are the actual nut & bolt compared to one another?

All I've ever used is an old screwdriver in the slot to hold the inner(hollow) bolt in place.

Never mind, I managed to tighten them. I need to find more suitable tool for the hollow bolts, though.
