One of the reasons stated was that there were just no decent roads to cycle along connecting the Industrial areas to where people lived. This may or may not have been a factor with the lady in question.

Herein lies the problem, the roads in the immediate viscinity and some miles around are all dsigned for heavy traffic and heavy truckage, a bit scary for people wanting to start cycle commuting.
