BB7 Brake Cable

With regards to the BB7 brake cables on my Genesis Croix De Fer, there is a plastic connector type thing just after the cables appear from under the bar tape.
Does anyone know what it is and/or used for?

I imagine it's a barrel adjuster?

some ots bike with Avid road discs don't come with them even though this is contrary to Avid's install instructions which are quite explicit that such an adjuster must be fitted.
