If it's the left hand side of the bike, it's a right hand thread. I think I've got a spanner wot fits in my garage.
what does the tool look like ? does it fit all six half circle splines at once or just two opposing ones.

and what s the purpose of this fixing, is it just a dust cover/seal is it some sort of lock nut on a cone bearing or is likely to be a cartridge type bearing (early 80s)

the BB is showing signs of possible failure with a slight bit of lateral play, clicks a bit when under load. I would quite like to understand what I am opening up.
@Erudin has it. The fitting in your picture is just a variant of the plastic/metal cup that you'd find on a, say, Shimano UN52. There should be a similar one on the other end. Work out which is the "adjustable" cup (the one that has a taper and tacks up the slack on fitting) and undo that first, then undo the "fixed" cup (usually, umm, fixed to the body of the BB). Likely causes of the lateral play and clicking are (a) the adjustable cup has worked loose, so tightening it up with fix it or (more likely) (b) the bearings in the BB are worn out. Remove the whole thing and fit a Shimano UN5x for about fifteen quid, where x is 2,3 or 4 depending on what's in stock.

And the tool, again as Erudin says fits all six splines. I couldn't find mine, as the Teetering Piles of Cr@p in the garage have eaten it.

Shell width and axle length - shell width will prob be either 68mm or 73mm - simply measure across the bb on the frame. Axle length will vary between 103mm - 127mm. Any Shimano or Stronglight square taper will do - I assume it is a british thread

You're right with axle length, and shell width is the distance across the bottom bracket. From one side of the bike to the other. It'll be 68mm more than likely, or possibly 73mm.
