Gorilla Glue is strong strong. But there's a reason cable guides are screwed on. If glue would be effective the manufacturers would use glue. Bite the bullet and drill and tap a hole for a screw.

It's odd that a frame for under bb guides doesn't have a hole? Was it meant for over BB with a braze on stop on top of the chainstay....

Sikaflex EBT. It's designed for sticking body kits and spoilers onto cars, will handle that with ease. About£7 for a cartridge.

ShoeGoo works pretty well too & when needed can be peeled off (usually) with no paint damage

Just use a bit of outer gear cable, about 4" in length under the BB. Tension will keep it in place.
I wonder if brake cable outer (rather than gear cable outer) would be stronger in that 'under bottom bracket' use given its (tight) helical construction (as opposed to (basically) longitudinal wires)?

I used freefloating bit of brake housing to stop U-brake cable from cutting BMX seatpost... after many yrs it's not left a mark but probably overkill - I don't think you'd even need the metal & vinyl housing bits

Just the housing's vinyl layer or a Teflon or vinyl tubing (yank one out of a V-brake noodle) would suffice, gear cable wouldn't saw thru that any time soon.
