Ok I will try to give as much detail as I can. Whenever I am on the "back" of the bar (horizontal bit of the drops, only way I can explain it) The bar tape in 1 place moves very slightly and then folds under the bit next to it. Now, how can I stop this happening, why is it only happening in 1 place and should I just get new bar tape.

If option 3, how do I remove and apply bar tape?

Is your bar tape wrapped from the middle of the bars down to the ends, or from the ends up to the middle. It sounds like you may have it wrapped from the top down to the ends. If you wrap from the bar ends upwards the layers are placed so they don't ruck up with your hand pressure. Alternatively is there insufficient overlap in the wrapping. As for DIY wrapping, it is dead easy and there are lots of instructional videos online. Just do a search for wrapping handle bar tape.

It's the bar tap that it came with, applied in house by Specialized. So I have no idea which way it is applied.

Quite likely not to have been "tensioned" enough during application then.
Although the little strip of double-sided tape on the back of most bar tape is helpful to keep things in place during application what really holds it in place is the fact that the tape should be stretched slightly as it's put on.

So I have no idea which way it is applied.

Pick away at the adhesive at the stem end - looks like electrical insulating tape. You will soon see which way it has been wrapped.
