Do all wheels use the same size of bearings and what would I need for the 700c road wheels on my bike?

Not really, different hubs have different bearings, some have sealed cartridges instead of balls in a race.

They are for Quasar wheels, I reckon they are a Shimano copies. I've opened the hubs before and re-packed, its loose ball bearings but I forgot to note what size

Generally speaking, it's 1/4" for the back hub, 3/16" for the front hub, 1/4" for a cup and cone bb, 1/8" for pedal bearings, 5/32" for a headset (unless it's a pre-war Elswick which use an unbelieveable amount of 1/8" balls in the headset).

Cheers, I've got 1/8", 5/32" and 3/16" bearings I bought in a lbs sale a while back but they are all too small, I'll try and get hold of some 1/4", I took a couple of old rear wheels apart (blown rims) and they both have 1/4" bearings
