Why not everything? You can use arm & leg warmers underneath a jacket/jersey & under/over longs to add more layers. This is what I was wearing in sub-zero temps during this winter -
top half: Compression top, arm coolers*, windproof base layer, lightweight open weave fabric base layer** & fleeced windproof jacket (10-20c temp rating), 'lobster' gloves
bottom half: leg coolers or compression leggings & fleeced, wind-proof bib-tights
feet: Northwave Celsius cycling boots, rubber coated lycra overshoes***
* really lightweight arm/leg warmers which effectively increase the windchill factor & offer UV protection without the need for sunscreen
** old compression tops which have lost the power to their stretch are great
*** one of the most useful things you can get for winter riding. The overshoe makes your foot more aero which reduces windchill factor around your foot/ankle. It helps prevent water ingress if you get water on your feet. Will completely windproof any shoe while still allowing the shoe to breath (which is why you may find the outside of your shoe wet for no apparent reason). This leads us to the fact it prevents frosting of condensation in the shoe. Finally it traps a layer of air between your shoe for further insulation

Buy leg warmers which are too long & without zips then hook the excess over your heal. This works really well if you use cycling boots or high ankle overshoesWhilst we're on the subject, does anyone know where I can buy leg warmers with stirrups?
I don't like the ones with elasticated ankles as I find they ride up, exposing an inch or two to the elements.
