My gran was. She always went by the 28th, but legally those born on the 29th are supposed to use the 1st March in non leap years.

1st march does make more sense than 28th feb, as that is the 60th day in any other year.

It does, however Uncle Arf always celebrated on 28th February. Never thought of that before.
