I just had a look on the Flying Scot web site to see what their examples looked like . They were a bit similar but didn't have the fancy twiddly bits . They seemed to fit theirs in the late 40's to 50's period .
What date is your frame ?

Well I've looked at pictures of frame lugs and there doesn't seem to be many pictures of fork crowns which was the main identifying feature of my unknown frame . It turned out to be a Flying Scot . It had strengthening on the insides of the forks .
You may be lucky in seeing something similar just by chance .
