If you're looking for a basic one, I got a Polar fs2c earlier this year.

It cost around £25 and as I understand it, that was cheaper than buying a new chest strap separately. You don't get a lot of data, but it has nice big digits, so no problems reading it at a glance.

Last xmas the wife bought me a Polar FT4 before I got my garmin that can do HR. It is pretty good and comes with a comfortable strap. It is reasonably priced and looks ok to wear as a standard watch.

Sigma PC15 it's £30....check the reviews, nobody has a bad thing to say about it and it's award winning...apparently. Cheaper than the big name brands.
