I'd say 25" which puts it somewhere early 80s I reckon ....

Cinelli MC fork crown, under BB guides, over top tube guides, funny rack mounts, looks like a wing on the 531 decal, no downtube shifter braze ons means an odd mid 80's touring rig?

I'd say it was 70s, so band-on shifter levers would be fitted.
Nice to see a chain hook on the seatstay, they disappeared in the mid 80s.
