Any idea who made this stem please?

Noticed this little graphic on the stem of a single speed bike I use. Looked for the makers name but couldn't see anything on the stem anywhere. I know we've got some proper experts in here so thought someone might know. I know you all like a puzzle 😉
Looks like two guys racing, one behind the other. Please tell me it's as rare as rocking horse poo and worth a fortune 😁

Yep, the Biba was a nice stem, quite smart milky anodising. Problem was the GB brand was seen as old fashioned, aero stems were coming out and iirc there was no trendy black one. Good news was that it took Cinelli bars
