Looks like late 50s/early 60s gaspipe frame - steel wheels, must be pretty old - Raleigh, Triumph, BSA, Norman, Hercules??? The lock and chain look to be of more value than the bike!

Raleigh forks on Wayfarers tended to have a round chrome insert thing, shame the chainset doesn't have the silhouette of the maker.

I'd say Triumph too judging by that front mudguard design and chainset.

At least you won't have any problems with a stuck seat post should you decide to take it on.

Judging by the bits that are missing,I'm suprised the pump is still on it.
BSA or Triumph would be my guess
