I think there's an exception to that with 10-speed Tiagra, but that's to do with the cable-pull ratio, not the spacing, so as long as you use a matching derailleur, it's not a problem. And not relevant to 9-speed anyway. This piece has further information about compatibility of different systems and confirms that any Shimano 9-speed rear shifter will work with any Shimano 9-speed rear derailleur:
