Its probably 'early doors' in a scheme. The barrier was there first (before the scheme) and the developer/council has built a new cycle path and crossing. Their next step would be to cut the barrier but the photographer has snuck in before they had a chance

The image seems to have been doing the rounds of the Humour Sites recently but I haven't been able to find the actual location.
Looking at that right hand support post it looks to me like the lane was built first and the barrier added after.
