Android Find My Device issue

I can't really see why anyone would have the phone and turn it off and then do nothing else. Either they would use it or try to return it.

Sorry to state the obvious, but has anyone tried ringing it? That's what I do when I lose my phone.

Can he regrace his steps. If like my teenage son it will be in his room somewhere.
