Advice please on what to do with this fluffy wool on my jumper that appeared after being caught on velcro

I would've posted this question on a thread I saw a while ago about needle craft etc, but after quite a few searches I couldn't find it. I'm sure the CC mods will move it to the appropriate section if they feel the need to, but meanwhile I want to know what to do with this fluffy bit on my very heavy 100 percent wool jumper. I don't think I should just snip it off with scissors as that could cause problems later in the jumper's life. I've tried to push the fluffy wool back with a thick needle and then tried to pull the wool back from the inside of the jumper, but it didn't work, apart from a few fibers being drawn back in.

On a similar topic I had a single yarn pulled out of one jumper. I got told you can just pull it back in from the inside and it will not be an issue. Is this true?
 
Oh, also bobbles. I think they can be cut off like the fluff. IIRC there are devices that do this on a jumper easily. I think I saw one that was about 3" wide and some kind of wheel that removes bobbles but not cut into the actual jumper surface. Can be used on knitted jumpers or fleeces that have bobbled. I am tempted on getting one but have forgotten what they are called.
