Ok got the comprehensive part tools crib sheet for adjusting front derailleur. Done a few doubles but only done my mountain bike triple before and that went ok.

Problem is I can't get clearance between the mech on any front chain ring for all 9 sprockets on the back. Middle are 3 are fine, top 3 and bottom 3 start to rub.

So how do you get round this because using the adjustment screws just exacerbates the problem the other end of the cassette. Its like the front mech cage is not wide enough but it is a Tiagra 9 speed.

I have adjusted it to be 2 mm max above outer ring and straight for the chain line. The only part that looks wide enough to do it is the very bottom of the mech cage but that would mean having the front mech about 10/12mm above the outer ring.
 
What shifters are you using - trim feature?

Tiagra 3 x 9.

I think the mech is bent (maybe also the chainset) as there isn't physically enough room between the cage side to side travel to take in the range of the rear 9. I've tried straightening it somewhat but still the upper and lower rub against the mech cage and if you use the adjustment screws it makes one better then the other end worse.
 
Those Tiagra shifters should have a trim feature. This is a click on the left shifter than just moves the mech fractionally and allows you to use the full 9 sprockets on the back.
