Sorry if this sounds a dumb question to you but i am only a beginner at bike mantenance

I broke the pin on my chain tool that pushes out the pin in the bike chain can it be replaced or repaired ? also why is the pin made of different metal to that of the rest of the chain tool

Depends on the brand - a good chain tool may have replacement pins available. A cheapo complete tool would probably be cheaper than a new pin for a good chain tool.

The pin is harder than the body in a similar way as a screwdriver may have a hardened tip

The pin is [or should be] hardened steel. If it wasn't it could mushroom out in use and end up either damaging or just not fitting through the sideplates.
