A Apollo MTB Question

I have a a Apollo MTB with dual suspension which i think is a older model . There is a bolt just next to the bottom brackett on it which holds two parts of the bike together which keeps coming losse every time i use the bike

I have to keep tightning it with an Allen key but no matter how much i tighten it it is to no avail how do i solve this problem ? also when it is loose the bike is very shakey

from the description is sounds like the bolt for the swing arm. There should be bushes for the swing arm to pivot in and these may be worn, being an Apollo, best described as a BSO, who knows what is there or not there to keep costs low.

it may be something a simple as the plastic for nyloc being worn out.
