How thin can I go with my tires given that I have 700c wheels on my base model Specialized Sirrus?

Sirrus has 700x32 tyres I believe?
What you need to do is measure the width of the rims themselves. One forum discussion elsewhere suggests they're 23mm width overall, and that nothing smaller than a 28 tyre is suitable.

Yes the Sirrus (elite) comes with 700 x 28c tyres, and 32c on the base model.
I have fitted 23c Rubino Vittoria's to mine without issue for the summer. Has turned it into a very quick hybrid.

my new handbuilts come with a 23mm rim and i'm fitting 25mm tyres as recommended by the wheel builder

I went with 25mm a years ago no problem apart from getting the damn things on the rims
