Just been swapping my tyres around to even out the wear and noticed my Kenda tubes are sized 18/20c and my tyres are 23c

I have some Specialized tubes labeled 20/28c, a Michelin 18/23c and a Conti tube 18/25c.

The tube width on the bike tubes seem identical to the Michelin, the Conti and Spesh tubes are fatter.

I suppose it's still ok to run the 18/20 on the 23c tyres.

Shouldn't cause any issues. I've actually been running 27x1 1/4 tubes in my 700x40 hybrid tyres recently

Don't, no matter how good an idea it seems, its dangerous. A worn tyre can result in a blow out and whilst its controllable on the rear, its uncontrollable on the front. What I do when the rear is worn out the front replaces it and I get a new tyre for the front.

The tyre isn't wearing to the canvas carcas, just a little more worn than the front. I've got two new Schwalbe Blizzards to go on but there's still a few 1000 Km left in the Conti's

Switching tyres round is an old chestnut like whether to grease a square taper bottom bracket axle. Some do it, some don't. If you know the lifespan of the tyre and swap them just before half way it's no bother. I've been doing it for 35 years and I'm not dead yet.

It doesn't need to be near the carcas but its your choice. A few thousand of miles for me on the road bike is a couple of months in the summer hopefully; I'd rather not have that doubt in my head on a fast downhill.
