Can they be fitted to a mtb frame, how do they compare to a 26" mtb wheel ?

As I've understood they can be attached to any frame. I think 26" wheels can be a last resort on a road bike when 650c wheels can't be sourced at short notice.

The trouble comes with getting the right brake arms to actually make contact with the rim.

I have not come across 650C wheels: 26" MTB wheels have a rim measurement of 559mm; 650A are 590mm and 650B 584mm. All can be 26" on the tyre but the rim determines where the brakes need to be.

ERTO for 650c is 571mm IIRC.

THese are road bike wheels for smaller road bikes. They would probably fit into the frame but if you are using rim brakes you might not be able to adjust the brakes to a position that they will contact the rims. Also tyre choice is very limited (and very road orientated) for 650c. I would expect a 650c rear wheel to have a narrower road rear hub (130mm OLN) than a wider MTB hub (135mm OLN).

I wouldn't advise trying to fit them on a MTB.
