49 mm headtube to 1- 1/8 "

I've got a Canondale Super V frame I'm rebuilding that has just a bare empty 49 mm head tube, can anyone suggest the lowest cost option for adapters ect to get a standard straight 1 1/8" Suntour fork in there ?

I think it's a special Cannondale tax! Headshok was its own proprietary standard, so there is limited choice.

I'd guess that the bike takes a 1.5" steerer fork, and what you need is a pair of these plus a regular 1 1/8 headset

Headshok is not a 1.5" steerer; it's unique.
No, but a frame isn't a Headshok, and Headshok isn't a steerer. If anything, a Headshok is a headset (IMO).
The OP is fitting a 1 1/8" steerer fork.

The only difference between a Headshok head tube and a standard 1.5" head tube is that the Headshok head tube is specified to be 4.5" long, and a 1.5" head tube can be any length the frame designer chooses.
