27" tyres have a bead diameter of 630 mm and 700's are 622, so, no.
 
You'll need to decide what width you want before you go looking;

Fat 27 X 1 1/4 (easy to find)
Medium 27 X 1 1/8 (harder to find)
Skinny 27 X 1 (even harder to find)

They are quite hard to get hold in so much as you're probably going to have to get the shop to order you one in. You're unlikely to find a selection available in the store.

The other option is to move over to 700c wheels and fit deep drop brakes. This will work out horendously expensive just for the sake of a tyre; and I always think the wheels look too small for the bike (Whch I suppose they are!).

Its for track racing so I need as skinny as I can get. And its not my bike so I dont think upgrading the wheels is an option. Not really sure if I need to replace the tyres would just like to know. I will take it along to the club and speak to some of the coaches about it.

If you're not in a hurry I can check what we've got any 27x1 in stock or if our wholesalers have them. But it ain't gonna be for a week or so - I'm having a holiday!
