Are you sure it's 1930's ? looks a bit more modern to me................1960's perhaps.

We sold bikes like that with rod brakes in the early 1970's The SA hub should have a date code on it.

I was experimenting with wd40 and a brillo pad, probably not the best method, but it appears to be working. Used wd40 and a wire brush on the Twenty, but the wire brush didn't work as well on this.
