I'm currently running a 10 spd Tiagra derailler with an 8 speed block with no issues. Can't speak for an 11 and 10 combination though.

Mixing 10 & 11 speed isn't a good idea from what I've read. 11 speed chains are narrower than 10, and 11 speed Shimano/SRAM cassettes have a different freehub body than their 10 speed ones. It might work, but it might not work very well....

Derailleurs don't tend to have speeds, their movement is dictated by the shifter and cable pull.

Depends if Shimano changed the pull ratio, which I think they did. All, 8,9,10 mechs had the same ratio except Dura Ace 7400.

I would say yes as it will only index the space and coverage that the shifters allow it to.....

No it won't, you can put a 10 on an 11 with a spacer but not an 11 on a 10. personally I find very little difference between a 10 and an 11 and now that the trend is towards 1 the 10's are cheaper.
