It's a jump lead for these new fangly Di2 electronic shifting. In case the battery dies, you can jump start your bike. (Only joking).

It's for use with cantilever brakes. These can flex under heavy braking and the booster provides more rigidity.

I assumed that’s what it was there are so many bike bits variations of stuff , the person that wants one normally knows 😂
I actually have a trek 1994 that I was rebuilding it may have been useful on that but I’m bailing out of the build at the moment to raise money for a new bikes , I should have bailed before I spend £130 on a new powder coating 🙈
