If you intend to ride it, then it will certainly need a full service. can you do it properly yourself?

New cables, tyres, brake blocks, labour etc etc. wont be cheap if you are paying for it to be done.

The bike is a 10ish year old model, originally about £299

Depends what you want to use it for?

ride it, replace whats wrong with it for now and lube it all up, than slowly give it a service over a couple of months, you might stick it back where you found it after a couple of weeks

How about putting slicks on it and using it as a going-to-the-shops-bike? It's not as though you would be heart-broken if it was stolen!

Or ... how about putting slicks on it and converting it to a singlespeed or even fixed gear bike? Even better if you could get hold of some rigid forks and stick them on. If you ask around, I'm sure that someone would donate a pair, or sell you them at a bargain price.

Really loath to get rid as I am a hoarder.
Might give it the once over and see if I can get some front forks
Not sure about a fixie conversion....never riden one since my raleigh when I was 5!
